The biggest difference is the cost of entry. Off-plan in Dubai typically needs a 20% down payment plus a 4% Dubai Land Department fee. In Abu Dhabi it is often 5% down plus a 2% registration fee. Both offer interest-free payment plans over three to five years. Abu Dhabi has less supply and two dominant developers.

Cash to secure = down payment plus registration fee. Developers sometimes waive or discount the registration fee on launches.
How to choose
Dubai is the larger, more liquid market with far more new supply. Abu Dhabi is smaller, with tighter supply concentrated in a few master-planned communities, and a lower cash entry. Which suits you depends on your strategy: a sale before handover, a hold to handover, or a rental.
“First thing first, it's the entry. In Dubai you typically pay 20% down payments and a 4% registration, whereas Abu Dhabi is 5% plus 2% registration.”
