Yes. Since Abu Dhabi changed its property law in 2019, foreign nationals of any country can buy freehold property in designated investment zones such as Saadiyat Island, Yas Island, Al Reem Island and Al Raha Beach. You do not need to live in the UAE or hold a UAE visa to buy.
Where foreigners can own freehold
Abu Dhabi Law No. 13 of 2019 opened freehold ownership in designated investment zones to buyers of every nationality. Outside those zones, foreign buyers can usually hold long leases rather than freehold.
The zones most international investors buy in are:
- Saadiyat Island, including the Cultural District beside the Louvre Abu Dhabi
- Yas Island, home to Ferrari World, Yas Marina Circuit and the planned Disney theme park
- Al Reem Island and Al Maryah Island, close to the business district
- Al Raha Beach, Al Reef, Masdar City, Al Hudayriyat and Jubail Island
Do you need residency?
No. You can buy as a non-resident from the UK, Europe, the US, Asia or anywhere else, and the whole purchase can be done remotely. Buying a property worth AED 2 million or more can then qualify you for the 10-year UAE Golden Visa.
What you will need
- A valid passport
- Proof of address and source of funds, for anti-money-laundering checks
- Funds for the down payment and the 2% registration fee
“You can own a property 100% outright by having that golden visa.”
